The European Commission has published the Summary Report following the stakeholder workshop on Text and Data Mining (TDM) opt-out protocols held on 2 June 2026 as part of ongoing work supporting implementation of Article 53(1)(c) of the AI Act and Measure 1.3 of the General-Purpose AI Code of Practice Copyright Chapter.
The workshop brought together stakeholders from across the creative, technology and rights sectors to discuss practical approaches for implementing machine-readable rights reservations and ensuring that rightsholders’ choices can be recognised and respected in AI-related workflows.
CEPIC participated in the workshop and provided feedback to the AI Office as part of the consultation process.
The publication of the Summary Report marks an important step in the continuing discussion around transparency, rights management and implementation mechanisms for AI and content use across Europe.
