In 2024 Spain proposed a draft legislation to enable ECL , Extended Collective Licensing, for AI training. The legislation is based on Article 12 of the EU Copyright Directive which allows for Extended Collective Licensing provided the CMO issuing the licenses is "sufficiently representative" of the sector in question.. However, the legislation was withdrawn in March 2025 after strong backlash from the trade association representing cartoonists.
