CEPIC co-signs CW! Joint Statement on Copyright and General-Purpose AI

As a member of Creativity Works!, a leading coalition in Brussels representing the vibrant cultural and creative sectors, CEPIC has co-signed a joint letter addressed to the European Commission, raising concerns about the draft “Commission Guidelines to Clarify the Scope of the General-purpose AI Rules in the AI Act.” The letter calls for stronger protections for creators and rightsholders—particularly around how AI models are classified, transparency requirements, and compliance with copyright obligations.

The coalition emphasises that compute thresholds alone should not determine whether an AI model falls under the scope of the AI Act, and urges the Commission to ensure that video and audio content are considered alongside text and images. It also pushes back on the suggestion that models trained before August 2025 could be exempt from compliance due to “disproportionate burden.” The letter makes clear that signing the upcoming Code of Practice should support, but not replace, legal compliance.

CEPIC continues to advocate for a transparent and fair regulatory environment where visual content creators are properly protected and respected in the development of AI technologies.
