The aid fund aims at supporting professional photographers, beginners or cost intensive productions. The selection will be carried out by a jury consisting of representatives of the Ministry of Culture and experts like Julien Frydman, former director of Magnum Paris. In 2008, the critical state of the profession of photojournalists had been examined in a survey among the member unions of the European Federation of Journalists (EFJ). Major problems are for instance:
- bad working conditions
- unfair contracts
- low remunerations
which result mainly from competition with amateur photographers, restriction on photography in public spaces but also from the financial crisis. According to the survey, solutions should be put forward by the unions.
