2. What are the main problems or obstacles in the market place?
3. What approaches could improve the situation?

IPTC is organizing the Machine Readable Rights day on 12 March, and is now outlining the programme.

The news publishing industry continues to look for ways to drive more digital growth, in a cost-effective manner. Many publishers have identified the ability to express rights and restrictions in a machine readable way as being a key priority. In part, this reflects the fundamental changes that have been transforming the news industry. At one time, news and photo agencies distributed content to editors at newspapers and broadcasters, who would manually select which items they would use in their products.
